Overview
The Port of Taichung was built according to the ‘'Ten Great Developments Project''. The construction process began in 1973 and the Port was initially opened for business in 1976. Until the completion of its first-stage construction in 1983, the Port of Taichung had owned 28 wharves with an annual tonnage of 7.55 million tons of handled goods. Furthermore, the tonnage in 1999 had grown ten times up to 79.23 million tons.
Even though the Port of Taichung was not deemed potential while it was built because of the geographical and climate phenomenon ( monsoons, sedimentary sands, tide range), nowadays it has become the most potential port in Taiwan; furthermore, the tonnage of handled goods has overtaken that of the Keelung port and has become the secondary great port in Taiwan.
The Port of Taichung nowadays has completely achieved its four goals when it was built:
- To release the congestion conditions in Keelung and Kaohsiung port.
- To release the internal communication burdens.
- To create great new alluvion.
- To balance the district development and bring the prosperity of the middle of Taiwan.
A general description of the area under THPO's jurisdiction:
- The Port of Taichung
- The boundaries of the Port of Taichung are thus: The northern boundary is the south beach of Ta-Chia stream, the southern boundary is the north beach of Ta-Tu stream, eastern boundary is Ling Kung Road, and western boundary is the Taiwan Strait. The length of the port is 15 KM, width is 2.5 ~ 3.5 KM, the area is 5003.38 hectares, among them the land area is 4024 hectares, and the water area is 1004 hectares; it is 8 times greater than that of Keelung port and 1.8 times greater than that of Kaohsiung.
- There are forty five running wharves in TaichungPort , and because of the proper location: approximately 110 nautical miles to the KeelungPort in North and Kaohsiung port in South, the annual tonnage of handled goods has overtaken that of the Keelung port and just next to that of the Kaohsiung port. Due to the fast increase in business volume, the secondary construction plan was done in cooperation with Taiwan Construction in order to meet the expanding requirements of the port.
- The Port of Mai-liao
- The land area of Mai-liao is about 2134 hectares, and the water area is 154 hectares. There are 13 wharves at present and there will be 30 wharves when the construction is completed. The annual tonnage of handled goods is 749 thousands tons and in the future it will be about 4.8 million tons.
- A general description of the social order:
- Because the port area is too large and wide to patrol and safeguard, the social order tasks become more important.
- The business of the port grows drastically, which leads to the complication of communication and the difficulty of examination.
- If fire accidents happens in the northern windbreak and the west wharf area, it would be difficult to rescue; therefore, these two areas should be controlled and safeguarded.
- There are usually visitors and fishers gathering at the northern sedimentary sands area and the Taiwan Power Company waste outlet, and drowning accidents would occur easily.
- During holidays crowds usually gather at the Wu-chi fish market, and social order accidents would occur easily.
- The Mai-liao port is a newly built port, which would be easily used by smugglers.
Conclusion
Border police is different from the administrative police in terms of the characteristics of tasks. However, when it comes to the objectives of maintaining regional security and cracking down on crimes, both are the same. The various important construction tasks have started in the port, and the increase sale and business have complicated this area. We will serve our obligation as a border police, and work hard in safeguarding the gateway, TaichungPort, to fulfill the missions of police.
